Stéphanie Obertin presented the new National Action Plan for Digital Inclusion
On 4 February 2026, Stéphanie Obertin, Minister for Digitalisation, presented the second National Action Plan for Digital Inclusion (2026-2030), adopted by the Government Council on 16 January, 2026.
"This new action plan, developed in consultation with more than 30 public, private and non-profit stakeholders, consolidates existing measures and is designed to better meet the needs of the most vulnerable groups and ensure that the digital transformation benefits the entire population. We do not want to leave anyone behind.”, emphasised Stéphanie Obertin.
Six strategic levers for lasting digital inclusion
The second National Action Plan for Digital Inclusion is based on six strategic levers. These levers comprise 36 sub-objectives and 249 initiatives, implemented by 14 ministries, 65 of which fall directly under the Ministry for Digitalisation.
- Coordinating the National Action Plan
- Enhancing digital skills
- Increasing motivation and building digital confidence
- Facilitating access to digital technology
- Enhancing autonomy through digital technology
- Maintaining a non-digital alternative
Monitoring and assessment
The action plan is dynamic and will be subject to rigorous monitoring and continuous evaluation, based on indicators and deliverables defined for each initiative.
A steering committee, bringing together the ministries and administrations involved, will ensure the monitoring and strategic consistency of the actions. At the same time, the Ministry forDigitalisation will coordinate a dedicated interministerial working group, which will meet regularly to discuss the topic in Luxembourg.
In addition, an external evaluation will be carried out by a specialised third party, with an interim report at the halfway point and a final report after five years, to measure the overall impact and make recommendations for future policies.
