Enhancing digital skills
Developing digital skills is essential for full participation in contemporary society and is a priority of the National Action Plan for Digital Inclusion. According to the European DigComp 3.0 framework, these skills are organised around five complementary areas: information search and critical evaluation, online communication and civic participation, digital content creation, safety and responsible use of technology, and problem solving and continuous learning. Developed progressively and tailored to the needs of each audience, they aim primarily to strengthen the digital autonomy of those who are furthest removed from digital technology.
Initiatives
To address these challenges, the National Action Plan for Digital Inclusion supports initiatives aimed at strengthening digital skills throughout life, regardless of an individual's level of education or gender. These initiatives cover the acquisition of basic skills, mastery of essential online services and the adoption of new technologies, while integrating digital technology as a lever for inclusion.
Particular attention is paid to supporting key audiences – learners, teachers, job seekers, professionals, civil servants and those working in the socio-educational sector – as well as promoting STEM skills and continuing education.
To further develop digital skills, twelve objectives have been defined:
- Strengthen basic digital skills
- Provide training in the use of essential online services
- Consolidate digital inclusion within formal education
- Integrate digital technology as a driver of inclusion in education
- Equip teaching staff
- Introduce the public to new technologies
- Strengthen the skills of jobseekers
- Develop the skills of professionals
- Deepen the skills of public-sector employees
- Promote STEM subjects
- Support training in digital skills
- Strengthen the skills of professionals in the socio‑educational sector
