Increasing motivation and building digital confidence

Digital inclusion also relies on essential human factors: motivation to learn, a sense of legitimacy and confidence in using digital tools. Many people do not reject digital technology but doubt their abilities or fear the risks associated with the security, confidentiality or reliability of online services. Motivation arises when uses are concrete, accessible and perceived as useful in everyday life.

Confidence, meanwhile, is built through a better understanding of the risks and best practices, reducing anxiety and promoting the confident use of digital technology. The National Action Plan for Digital Inclusion aims to strengthen citizens' confidence in digital technology by deploying grassroots initiatives, inclusive teaching methods and clear and honest communication about its uses and challenges.

Initiatives

To boost motivation and confidence in the use of digital technology, the action plan relies on initiatives aimed at raising public awareness of digital inclusion and new technologies, while improving information and support for online services. These actions help to prevent and overcome the risks associated with digital technology, reduce apprehension and encourage active participation by the target audiences. By promoting practical, secure uses tailored to individual needs, they encourage sustainable adoption of digital technology.

To strengthen motivation and foster digital confidence, five objectives have been defined:

  1. Raise awareness of digital inclusion
  2. Raise awareness of new technologies
  3. Structure information and guidance on online services
  4. Prevent and overcome digital‑related risks
  5. Encourage the participation of target groups
